Ouch, it turns out I got switched to UTF8 locale because someone
silently changed the 'russian' login class. Way to go, people, way to
go.

I confirm that ls is indeed broken in KOI8-R locale. I should have
noticed that before, has I now been sabotaged by unintentional locale
switcharoo.
