I have NODOC=YES NOPORTS=YES and thought I'd be able to get by with 
EXTSRCDIR=/usr/src in place of CVSROOT=/usr/ncvs.  Looks like EXTCRCDIR 
is not widely used, but would be convenient for a local user.
