OK, on a different system that has similar false CD detection
and with the patch and with CAMDEBUG and `camcontrol debug -c all`:

# camcontrol cmd cd0 -v -c "25 0 0 0 0 0 0 0 0 0" -i 8 "i4 i4"
-791621424 -791621424

# tail /var/log/messages
(xpt0:xpt0:0:-1:-1): debugging flags now 8
(pass0:ata1:0:0:0): READ CD RECORDED CAPACITY. CDB: 25 0 0 0 0 0 0 0 0 0
atapi_action: hcb_at_0xc519a100: 25 0 0 0 0 0 0 0 0 0
atapi_cb: hcb_at_0xc519a100 status = 00: (sk = 00)
    acd0: cmd 25

Note that on this system, cd0 is not detected as present when built
without atapicam. With atapicam yields false detection:

acd0: CDRW <HL-DT-STCD-RW/DVD-ROM GCC-4240N> at ata1-master UDMA33
cd0 at ata1 bus 0 target 0 lun 0
cd0: <HL-DT-ST RW/DVD GCC-4240N D110> Removable CD-ROM SCSI-0 device
cd0: 33.000MB/s transfers
cd0: cd present [3737169375 x 3737169374 byte records]
