CDRIOCSETBLOCKSIZE: Inappropriate ioctl for device

I have read about users who cannot play VCDs on mplayer with their
SCSI CD-ROM drives, but I haven't found any solution for this
problem, which affects me, too.

What's the current state about this? Is there any PR describing
this problem?
