I did a fresh 5.2 install to Dell Precision 420 using 5.1 CD and ftp
install, kernel panics at first boot after installation. With or without
ACPI. Says it's waiting 15 seconds for SCSI devices for settle, actually
takes about 2 minutes to come up with a memory dump plus something about
interrupts looping. 

I can reproduce the error and post more relevant info if this is yet 
unsolved issue, now attached is a dmesg from the same box with 4.9 
installed for teh hw specs.
