Would upgrading to -CURRENT help at all? First, you could start by not cross-posting to three different mailing lists. Then, change the power-saving settings that you have in the system's bios. Laptops do not always run at their rated clock speed. Doing so would have a significant negative impact on the system's battery life. As such, plugging in your laptop before the system posts, will likely yield a Mhz guestimate much closer to what you were expecting.
