That got it working. 
Thank you very very much for helping. 
I'm stymied, tho, as I thought the cmd-line
invoking those cleaning parts of the Makefiles
is suppose to override the make.conf settings. 
In a few hours the next CTM bucket will pop in,
and I'll let it do a full build with full cleaning
over the weekend. ;)
