make release borken

It looks like make release is broken on -CURRENT. These are the steps i
took to arrive at the problem.

rm -rf /usr/obj/usr

mkdir /tmp/chroot

cvsup <current>
cvsup <ports>
cvsup <cvs>

make buildworld

make release CHROOTDIR=/tmp/chroot BUILDNAME=7.0-CURRENT
CVSROOT=/usr/home/ncvs -DMAKE_ISOS

and the error is:
