The process is wrong.  You have a file /usr/src/UPDATING that is very
clear on the proper process.

Then this is a 5.x issue and needs to be sent to
freebsd-stable_at_freebsd.org.  freebsd-current_at_freebsd.org is for 6-STABLE.
