I had to modify disc1/boot/loader.conf to look like this

mfsroot_load="YES"
mfsroot_type="mfs_root"
mfsroot_name="/boot/mfsroot"
vfs.root.mountfrom="ufs:/dev/md0"

so that it loaded the floppy mfs root image from disc1/boot/mfsroot.gz 
which started sysinstall as init. Last time I tried this was with 
5.4-RELEASE but it should still work.
