I had better luck with:
cd /usr/obj ; rm -r *
cd /usr/include ; rm -r *
mtree -deU -f /usr/src/etc/mtree/BSD.include.dist -p /usr/include
cd /usr/src; make installincludes
make buildworld

I'm not sure if there is a better way to do it using the existing
make target rules.
