make -DNOCLEAN buildworld taking a long time

I'm frequently doing cd /usr/src/ && make update, and then the whole 
buildworld/kernel/mergemaster dance.  Why is make -DNOCLEAN buildworld 
kernel taking a long time rebuilding most parts? Shouldn't it only build 
whatever has changed?
