Another uncomfortable think...

Three or two years ago, I think that one "priority" in the big next
release (7), would be the UTF-8 support at whole system.
Why don't enable support for this in all operating system (I hate to
say this), like in any linux distro? Was not one of the goals to give
a good support for desktop? How is possible to make this without
anything like the support of UTF-8 (please, note the quotation marks)?

Maybe, like I was say, I'm saying something stupid. If this is thus,
please excuse me.
