gcc (read: cc1) defines it:

hob% cc -E -x assembler-with-cpp -dM /dev/null | grep STDC
#define __STDC_HOSTED__ 1
#define __STDC__ 1

If you added the __STDC__ conditional especially to avoid
build breakage on ia64, then we should probably remove it.
