rc(8) regression. What's the story?

A few of my machines still can't boot successfully to multi-user:

This is an obvious regression and I don't see that this is being
addressed. Am I mistaken?

Yes, I can make the NFS mount continue in the background to
avoid the problem, but that doesn't address the fact that
we're trying to use the network before interfaces are
configured...
