They appear on my machine:

%ls /usr/ports/INDEX-*
/usr/ports/INDEX-5      /usr/ports/INDEX-7      /usr/ports/INDEX-8.bz2
/usr/ports/INDEX-6      /usr/ports/INDEX-8

You can always run:
make fetchindex
or
make index
