i figured i was in some version skew trap.  so i started from again

i svn sources and place same source tree on machine rip and work0.

i make kernel on work0 and reboot

on work0, i make buildworld, which fails

i tar /usr/obj from rip to work0

on work0, i run make installworld which seems to ends bit unexpectedly,
with a bunch of stuff after the usual makewhatis etc.

    cd /usr/ports/ports-mgmt/portupgrade-devel && make && make deinstall && make reinstall
    portupgrade -fRv apache*

i porupgrade apache and erlang and ejabberd and they work

i think i may be out of the hole.
