LOR Reporting

Hi, list.

I see occasional reports about lock order reversals on this list and
was wondering when it is appropriate to report them.  Obviously, there
must be something going on, but I don't want to unnecessarily post
what may not be a problem.

What are the "best practices" on this, if any?
