I'm wrong, I did an install and same behavior as Bruce.
I looked in /tmp/bsdinstall_log:

Running installation step: docsintall
pkg_add: unable to fetch 'ftp://ftp.freebsd.org/pub/FreeBSD/ports/amd64/packages-9-current/Latest/en-freebsd-doc.tbz' by URL

Any idea?
