There's more to it than just converting the repo from CVS to SVN - the "official" distribution and build systems have to be converted as well. The official build system for RELENG_8 remains CVS and (AFAIK) the "official" repo distribution system remains CVS-based (csup/cvsup) because there's no suitable SVN-based equivalent.
