The locale gets set by setting certain environment variables.

I don't have a PC-BSD system handy, but I think on PC-BSD, some files
like /etc/login.conf  , /etc/csh.cshrc,
or /etc/profile are modified with the default locale information.
Maybe bsdinstall should do something similar.
