This does not work for me.

# cat /etc/make.conf |grep PKG
WITH_PKGNG=yes
WITH_PKG=devel

# pkg upgrade

# pkg info |grep pkg

Instead, the following succeded:
# cd /usr/ports/ports-mgmt/pkg-devel
# make reinstall
...
# pkg -v
1.4.99.16
