Streaming live tv over the udp protocol causes problems

Hi. On 11-ALPHA1, when I use vlc to stream live tv over the udp protocol, I
see a garbled and choppy video. This issue doesn't occur on 10.3-STABLE. I
am puzzled as to the cause of this problem.
