I see it on my systems after source-based updates to r348231 and
r348268 (on amd64).

E.g.:

g1-48(13.0-C)[1] uname -a && ls -lT /usr/bin/time
FreeBSD g1-48.catwhisker.org 13.0-CURRENT FreeBSD 13.0-CURRENT #365 r348268M/348269: Sat May 25 08:18:27 PDT 2019     root_at_g1-48.catwhisker.org:/common/S4/obj/usr/src/amd64.amd64/sys/CANARY  amd64
-r-xr-xr-x  1 root  wheel  19544 May 25 08:20:37 2019 /usr/bin/time
g1-48(13.0-C)[2]
