I did frech checkout of 11 stable in to /usr/src113/

cd release/
mkdir /vol0/release
make release NOPORTS= NODOC= CHROOTDIR=/vol0/release 
SRCBRANCH="base/stable/11_at_rHEAD"

/vol0/release is empty, it was created in /usr/obj113/usr/src113/release
