After following /compat/ubuntu advice in the FreeBSD wiki, I attempted
installation of two things. Both failed in the same way.

The second example:

root_at_mowa219-gjp4-8570p:/# apt install htop

htop is already the newest version (2.1.0-3).
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.
1 not fully installed or removed.
After this operation, 0 B of additional disk space will be used.
