Yes.  Your tag for ports should be '.', so:

*default tag=.

not

*default tag=RELENG_5_1

There is no such animal and that is why it deleted all of your ports
instead of updating them.  In addition, specifying 'ports-all' is
sufficient ('ports-base' is not needed unless you are only cvsup'ing
individual collections).
