It means that the witness subsystem has reached its capacity and my experience at least at that time was that from this point on, witness checking was essentially disabled (you could literally feel this, because the interactive performance of the machine went right through the roof in a minute! :-) and stayed that way until the next reboot. Upon the introduction of the WITNESS_SKIPSPIN option I no longer encountered this message on my systems.
