Well... I did ask what link1 was about, but my gre tunnel says:

gre0: flags=9011<UP,POINTOPOINT,LINK0,MULTICAST> mtu 1476

if I add link1, 'RUNNING' also appears.  If I -link1, running
disappears.  link1 seems to be about routing stupidity ... which isn't
an issue here.  I can ping 66.246.133.17 as I have an explicit route
for it.

Either way, tcpdump -i dc0 doesn't show gre packets leaving the
machine.
