I received the same error for the last couple weeks. It happened with freshly checked out sources, no /usr/obj and an empty make.conf. Going through the make.conf options I used when installing my last world, I suspected NO_TOOLCHAIN may be the problem. I checked out sources from the date I built my last world and kernel, undefined NO_TOOLCHAIN, and built/installed a world from that date. I no longer get this error when building current sources.
