I just mirror it into
"our_local_CVS_base"/mirrored/freebsd

when I check out from it I set my CVSROOT to  
"our_local_CVS_base"/mirrored/freebsd



that way the $FreeBSD headers expand out correctly.

of course I never check in to it..
