/usr/src/UPDATING is your friend.

(look for the text after "COMMON ITEMS")

Using config(8) alone (the traditional way) will generally
work withing a -stable branch.  The canonical (i.e., supported)
way to upgrade a kernel or world is via the procedure
spelled out in /usr/src/UPDATING.
