Wireless (bg)scan and ARP

Hi

Recently (over the past month or so) I've been having issues with
my wirless NIC.  I'm using wpa_supplicant and DHCP.

Something happens either at the time the lease is renewed, or the
NIC does a background scan or association is lost for a short while
that breaks the ARP table.  The interface remains up, reassociates,
keeps its IP address and the ARP table has entries for hosts on the
local network.  However, until I delete all the entries in the ARP
table, it cannot communicate with hosts that it has ARP entries
for.

Sometimes it take hours to occur, other times it can happen a few
times in a 5 minute interval.
