There is a "scrnmap". The difference is it maps from 8-bit to 8-bit now, and
I want it to map from UTF-8 to 8-bit.

Yes, people will be able to read and write Polish in syscons. At the other
hand, reading Polish and Russian at the same type will not be possible.
However, users are already able to do it right now. The improvement is that
people will use a single encoding for configuration files, manual pages and
other things - UTF-8.
