I must say that my system was updated from 6.1 to RELENG_7_0 (on sunday)
and i did a total ports wipe out, and starting with an empty system rebuilt everything from source (kde,gnome).

At the time of the problem my /usr/local/share/sgml/catalog.ports was

docbook-sk-4.1.2_4  XML version of the DocBook DTD version controlled for Scrol
docbook-utils-0.6.14_3 Generates various output formats from DocBook SGML document
docbook-xml-4.2_1   XML version of the DocBook DTD
docbook-xml-4.3     DocBook/XML DTD V4.3, designed for technical documentation
docbook-xml-4.4     DocBook/XML DTD V4.4, designed for technical documentation
docbook-xsl-1.71.1_2 XSL DocBook stylesheets
dsssl-docbook-modular-1.79_1,1 DSSSL stylesheets for the DocBook DTD by Norman Walsh
sdocbook-xml-1.1,1  "Simplified" DocBook XML DTD

What i did was what Eygene Ryabinkin suggested, i just removed the first two lines of /usr/local/share/sgml/catalog.ports
and the port built fine.

Maybe  /usr/local/share/sgml/catalog.ports was not cleaned/removed during my initial
pkg_deintall "*" that i did on sunday in order to start with a fresh system,
(since portupgrading -a would be sort of PITA)
