You create a mirror (with "gmirror label...") and then a GPT on top of it, and then you can't see the GPT labels? No, it's a chicken-and-the-egg problem - to use sysctls you need a working system. Loader tunables could work but it's at best a cosmetic request. And we can't make glabel modular (so, e.g. you load GLABEL_GPTID or something) because it will break it for people who expect it to "just work" for all labels at once (that's kind of the point of glabel).
