Can you determine if the CPAN shell is using Term::ReadLine and you
have devel/p5-ReadLine-Gnu installed?
If this is the case, you probably ran into this bug:

Replacing p5-ReadLine-Gnu with p5-ReadLine-Perl should avoid this problem.

I was still unable to track this futher bug down and this port is
broken for a while. :-/
