The server installation scripts I've cooked up use ci(1) to keep a record of changes made during the (possibly customized) installation process. This is impossible if there isn't a basic RCS in the base system. Finally, an issue with missing SCCS in the base is for those of us who work in shops behind an air-gapped firewall. "Install from ports" is a non-starter. Our development systems will never be connected to the internet for a ports upgrade.
