Rewrite cvsup & portupgrade in C

Perhaps this has been a target for discussion before, but I'd like some info 
concerning the current status of these questions.

1) Is there a need for a rewrite of cvsup and portupgrade in C so that they 
can be included in the base system?

2) Are there any ongoing projects of rewriting them in C?

Portupgrade and cvsup are crucial for most users, and I think that it would 
be preferable if they were included in the default installation, which is 
(obviously) impossible now, since cvsup is written in modula-3 and 
portupgrade in ruby.
